What is CMS Kill the Clipboard?

In 2025, the Centers for Medicare & Medicaid Services (CMS) launched a voluntary industry pledge asking health technology companies to end paper intake forms — the waiting room clipboard.


Companies that sign commit to letting patients retrieve their own health records and share them with any provider digitally: through a QR code or one-time link, built on open standards like FHIR and SMART Health Cards, in seconds rather than pages of handwriting.
